Program Background
Homecoming Adoptions is pleased to accept a limited number of applicants into its Russia Program each month.  Through a network of close personal contacts we trust, including Christian Missionaries and others, Homecoming is able to help people adopt in Russia in a way that is straightforward, ethical, and extremely economical.  The opportunity provided by this program is extremely uncommon and Homecoming will not compromise on its standards or requirements.

International Adoption in Russia has been fraught with difficulties over recent years and we believe that the best way to approach adoptions is in the most ethical and cooperative manner possible.  Therefore, all applicants will be thoroughly screened and they must be willing to comply with all requirements, including post-placement requirements, without exception.  Homecoming also does not wish to overburden its in-country resources.  Therefore, once this program's quota has been reached in any given month, applicants will be placed on a waiting list for future months. It is our intention to keep this program both economical and low risk as well. Please see below for details.

History in a Nutshell
The Russian people are diverse and multi-ethnic.  There are an estimated  147,231,000 Russians. The capital is  Moscow. The official language is Russian with others speaking  various Turkic and Uralic languages.  The currency is the Ruble.

The land and its environments are varied, including the Ural Mtns. and ranges in eastern Siberia, with the highest peaks in Kamchatka. The Russian plain contains the great Volga and Northern Dvina rivers, and in the Siberian plain are the valleys of the Ob, Yenisey, Lena, and Amur rivers. Tundra covers extensive portions in the north, and in the south there are forests, steppes, and fertile areas. The economy was industrialized from 1917 to 1945 but was in serious decline by the 1980s.

The Bolsheviks brought the main part of the former empire under Communist control and organized it as the Russian Soviet Federated Socialist Republic The Russian S.F.S.R. joined other soviet republics in 1922 to form the U.S.S.R.  Upon the dissolution of the U.S.S.R. in 1991, the Russian S.F.S.R. was renamed and became the leading member of the Commonwealth of Independent States. It adopted a new constitution in 1993.

In 1992 the government decreed radical reforms to convert the centrally planned economy into a market economy based on private enterprise. Russia is a republic with a bicameral legislative body; its head of state is the president, and the head of government is the prime minister.

Adoption Procedure
Russia SoldiersRussian children are available for adoption through their own government procedures. All adoptions are processed through the Ministry of Education. Adoption is available to approved married couples and single women only. Adoptive children range in ages from about 8 months and older. While Homecoming Adoptions can never guarantee the time frame in which an international adoption can be completed (as it is controlled entirely by the foreign government), the average time is currently 12 months once your dossier is submitted. Once the dossier is submitted, it is translated into Russian and the prospective adoptive parents will travel to Russia to identify the child they wish to adopt.

Both a passport and travel visa from Russia are required to enter the country. Upon arriving in Russia, you will be provided with arrangements that include reservations for travel inside Russia, drivers, translators, contacts, and apartments or hotel as desired. Two trips are usually required, the first visit will last about a week and the second visit will last 8-12 days on average. In some cases, we may be able to have one parent make the second trip only. Each visit is separated by about 6-8 weeks.

All of the children come from the state orphanage program. As a result, most children have some minor issues associated with life in an orphanage. Testimonials indicate that almost all of these issues can be overcome, once the child is placed in a more stable home environment.

Adoption Costs
Adoption costs are broken down into practice fees, international fees and estimated travel costs. As with any adoption, HCA charges a practice fee of $5,000 payable in two installments. The optional document preparation fee is $1,875. The submission of post-placement reports is vital in Russia and there will be no exceptions.

The international fee for adoption in Russia currently ranges from approximately $13,000 to $15,000. You will also keep a portion of your money in your possession until after you identify the child or children you wish to adopt and you have already traveled to Russia. That makes this program not only economical but financially very low risk as well.

Your Home Study, visas, and travel may run between $2,000-4,000 and individual circumstances may vary.
